South Africa military plane crashes in mountains

JOHANNESBURG (AP) — A South African military aircraft on an unknown mission to an area near the village where former President Nelson Mandela lives crashed in a mountain range, officials said Thursday. It was unclear whether there were any survivors.

The Douglas DC-3 Dakota, a twin-propeller aircraft, had taken off from Pretoria’s Waterkloof Air Force Base on Wednesday night, said Brig. Gen. Xolani Mabanga, a military spokesman. On Thursday morning, soldiers found the wreckage of the airplane in the Drakensberg mountains near Ladysmith in KwaZulu-Natal province, some 340 kilometers (210 miles) southeast of the air base, Mabanga said.

Mabanga said soldiers had been sent to the scene to look for survivors. Mabanga said he did not know what the mission of the aircraft was, though it had planned to land in Mthatha in the country’s Eastern Cape. Siphiwe Dlamini, a Defense Ministry spokesman, declined to immediately comment Thursday morning.

Mthatha is about 30 kilometers (17 miles) north of Qunu, the village where Mandela now lives after retiring from public life. South Africa‘s military remains largely responsible for the former president’s medical care. However, military officials declined to say whether those on board had any part in caring for Mandela.

In November, another South African military flight crash landed at Mthatha, sending several people to the hospital with injuries. However, at that time, the military denied that those on board had anything to do with Mandela’s care.

Mandela, 94, was imprisoned for nearly three decades for his fight against apartheid before becoming the nation’s president in the country’s first fully democratic vote in 1994.

Samsung files redacted copy of Apple-HTC deal in U.S. court

(Reuters) – Lawyers for Samsung Electronics Co Ltd filed a redacted copy of a 10-year patent licensing agreement between Apple Inc and Taiwan’s HTC Corp in a U.S. court late on Wednesday following a judge’s order.

The Korean electronics company had earlier filed a motion to compel Apple — with which it is waging a bitter legal battle over mobile patents across several countries — to reveal details of a settlement that was made with HTC on November 10 but which have been kept under wraps.

The court last month ordered Apple to disclose to Samsung details of the legal settlement that the iPhone maker reached with HTC, including terms of the 10-year patents licensing agreement.

Legal experts say the question of which patents are covered by the Apple-HTC settlement, and licensing details, could be instrumental in Samsung’s efforts to thwart Apple’s subsequent quest for a permanent sales ban on its products.

The redacted copy excludes key specifics such as the royalty payments HTC would have to make to Apple for using some of the U.S. company’s patents. Also excluded are details of some of HTC’s covered products that were part of the licensing deal.

The court order had stated that “only the pricing and royalty terms of license agreements may be sealed.”

However, Samsung lawyers said in the filing that they had withheld a few other details of the licensing agreement as requested by Apple and HTC.

As per the Apple-HTC agreement, the licenses do not include Apple’s design patents, according to a filing made with the District Court of Northern California.

Apple and HTC also agreed to fully paid-up, royalty-free, non-exclusive, non-transferable, non-sublicensable licenses to certain of the other’s patents.

Apple has agreed not to initiate legal action over some of HTC’s covered products. The details of the products were not disclosed.

The copy of the Apple-HTC deal filed with the court “incorporates redactions HTC requested and the redactions Apple requested, which are a subset of HTC’s redactions. Samsung takes no position on whether the redactions are appropriate at this time,” Samsung’s lawyers said in a filing.

If all the Apple patents are included — including the “user experience” patents that the company has previously insisted it would not license — it could undermine the iPhone maker’s efforts to permanently ban the sale of products that copy its technology.

In a previous court filing, Samsung argued that it was “almost certain” that the HTC deal covered some of the patents involved in its own litigation with Apple.

The case in U.S. District Court, Northern District of California, is Apple Inc v. Samsung Electronics Co Ltd et al, No. 11-1846.

George Osborne: “There will be no fuel tax rise this January”

Chancellor George Osborne has scrapped a planned 3p rise in fuel duty, but benefits face a further squeeze as he admitted the UK economy was struggling.

There will be more money for roads, London’s Underground and schools, but councils were warned of cuts to come.

Austerity measures will be extended to 2018, as debt-cutting targets are missed, his Autumn Statement revealed.

“Turning back now would be a disaster” for the UK, he said. But Labour said his economic plans were “in tatters”.

Mr Osborne had said debt would start falling as a proportion of GDP by 2015/16 – the year of the next general election.

But he has been forced to delay that target by a year because of the worse than expected state of the economy, which is now expected to shrink this year by 0.1%.

The Office for Budgetary Responsibility says the UK has a “better than 50% chance of eliminating the structural current deficit in five years time”, said the chancellor – meaning his other key objective has been pushed back by a year to 2017/18.

This move heralds a fresh benefits squeeze and a raid on the pensions of the wealthy.

‘In this together’

Most working age benefits, such as Jobseekers Allowance and Child Benefit, will be go up by 1%, less than the rate of inflation, for the next three years.

And there will be a further cut in tax relief on large pension pots, saving £1bn a year.

He told MPs: “I know these tax measures will not be welcomed by all; ways to reduce the deficit never are. But we must show we’re all in this together. When you’re looking for savings, I think it’s fair to look at the tax relief we give to the top 2%.”

Income tax personal allowances will go up by £1,335 – £235 more than previously announced – so no tax will be paid on earnings under £9,440.

The threshold for the 40% rate of income tax is to rise by 1% in 2014 and 2015 from £41,450 to £41,865 and then £42,285.

The basic state pension will rise by 2.5% next year to £110.15 a week.

Mr Osborne announced a fresh crackdown on tax avoidance and a squeeze on Whitehall budgets to pay for a new road and school building programme.

He told MPs: “It’s taking time, but the British economy is healing.”

But Shadow Chancellor Ed Balls, for Labour, accused Mr Osborne of breaking his own rules on falling debt on which his credibility depended.

“Today after two and a half years we can see, and people can feel in the country, the true scale of this government’s economic failure,” Mr Balls told MPs,

He said the average family with children on £20,000 a year would be “worse off” – even with the personal allowance changes.

CBI director general John Cridland welcomed the promised investment in infrastructure and new tax relief measures for small firms but said businesses now “need to see the chancellor’s words translated into building sites on the ground”.

“It is no surprise that after a difficult year the economic realities dictate that austerity and debt reduction will take longer,” he added.

“The chancellor has stuck to his guns on deficit reduction – avoiding deeper cuts or more borrowing in order to retain international credibility.”

But TUC general secretary Brendan Barber said: “What is missing today is any vision of a future economy that can deliver decent jobs and living standards – it’s pain without purpose.”

He added: “When you are self-harming you should stop, not look for better sticking plasters.”

Sri Lanka see backlash from Aussie ‘wounded soldiers’

(Reuters) – Sri Lanka captain Mahela Jayawardene has warned his team to be wary of a backlash from Australia in their three-test series after the hosts were stung by their series defeat to South Africa earlier this week.

Australia’s hopes of snatching the Proteas’ top test ranking ended in a crushing 309-run defeat in the third and final test in Perth on Monday, but Jayawardene took little comfort from the home side’s disappointment.

“I see them as wounded soldiers – they could come back stronger against us,” Jayawardene told reporters in Canberra on Wednesday, on the eve of a three-day tour match against a Chairman’s XI side.

“So we just need to make sure we are ready for that and start well.

“We can’t be complacent – we need to make sure we know from ball one we give them a good go at it.”

Sri Lanka have their own problems coming into the first test at Hobart next week, losing their last test at home to New Zealand by 167 runs to level a two-match series 1-1, with key batsmen out of form.

Kumar Sangakkara scored five, nought and 16 in his three innings against New Zealand, but Jayawardene backed the veteran to bounce back in Sri Lanka’s bid to win their first test Down Under.

“I am happy that he went through a lean phase because he’ll be really hungry for runs – that’s Kumar for you,” Jayawardene said of the 35-year-old stalwart.

Jayawardene also said he would weigh up his future as captain after the series, which includes tests in Melbourne and Sydney, after taking on the role for a second time in the wake of Tillakaratne Dilshan’s sudden resignation in January.

“After this, we get a well-deserved four weeks off, after about three years, so it gives me a bit of time to think (about) what I need to do,” said Jayawardene, who captained the team for more than three years in his first stint from 2006.

“We need to groom another leader as well. It’s very important to have that changeover done smoothly while the senior players are still in the side.”

“Soy un hacker.” La frase la pronuncia, sin titubeos, Pekka Himanen, un finlandés de 39 años que publicó, en 2001, La ética del hacker y el espíritu de la era de la información , un libro fundacional en su análisis de lo que significa la tecnología moderna en nuestra sociedad, y la influencia que tendrán los hackers en la sociedad futura.

La entrevista está por comenzar. El punto de encuentro es un hotel céntrico de la ciudad de Buenos Aires, pero en lugar de recibirnos en el salón exclusivo reservado con este fin, el filósofo Himanen (recibido en la universidad de Helsinki a los 20 años) prefiere reunirse en el café del hotel, rodeado de gente y atento a su entorno.

Este hombre, que hoy es profesor en la Universidad de Arte y Diseño de Helsinki, y profesor visitante de la Universidad de Oxford y el Instituto IN3 de Barcelona, y miembro del Instituto Helsinki para la Tecnología de la Información (HIIT) es autor, también, de El Estado del bienestar y la sociedad de la información: el modelo finlandés , que realizó junto con el sociólogo español Manuel Castells.

Himanen llegó a nuestro país invitado por la Universidad Nacional de San Martín, la Universidad Diego Portales y por la Fundación OSDE, pero además de esta convocatoria también lo trajo una de sus grandes pasiones: la investigación. “Estamos estudiando, junto con Manuel Castells, qué tipo de modelo de desarrollo nuevo se necesita después de la crisis mundial. Me refiero a un modelo de desarrollo económico combinado con desarrollo humano. Creo que es fundamental combinar una economía sustentable con el bienestar sustentable”, sostiene al comenzar la entrevista. Según cuenta el filósofo, Argentina es parte de un gran estudio que está llevando a cabo en distintos países de América latina, Asia, África, Estados Unidos y Europa.

¿Usted se considera un hacker?

Sí, claro que sí. Para mí un hacker es alguien creativamente apasionado por lo que hace y quiere hacerlo con otros. No necesariamente tiene que tener que ver con las computadoras, se puede ser hacker del conocimiento o de cualquier otro campo. Es importante decir que utilizo el término hacker en el sentido original del término, que no quiere decir delincuente informático.

¿Y usted es hacker en qué área o con qué especialización?

Yo diría en la filosofía, investigación y quizás en la vida.

¿Cómo es eso?

La etica del hacker es un libro que también habla sobre la filosofía de vida, es decir, uno tiene que preguntarse a sí mismo: ¿cuál es mi pasión creativa? ¿Qué es lo que le da significado a mi vida? Esas son grandes preguntas que todos deberíamos considerar.

Popularmente el término hacker tiene una mala connotación pero según usted explica, es un error. En su libro menciona otro término: cracker ¿Cuál es la diferencia entre ambos?

Hacker quiere decir que la persona es creativamente apasionada por lo que hace, y lo quiere realizar con lo que yo denomino “interacción enriquecedora”, es decir con otras personas. Cracker, en cambio, es el delincuente informático, la persona que ingresa en los sistemas informáticos y esparce virus, entre otros delitos.

¿Por qué, entonces, los hackers son considerados delincuentes?

Todo comenzó en los medios de comunicación, en los inicios del software. Por aquel entonces los medios tomaron la palabra hacker y comenzaron a utilizarla como sinónimo de delincuente informático para hacerlo más atractivo y dar impacto en sus noticias, pero la palabra hacker no tiene nada que ver con la delincuencia informática.

Según su libro los hackers informáticos ponen a disposición gratuita de los demás su creación para que la utilicen, pongan a prueba y la desarrollen. ¿Cómo un hacker se transforma en Bill Gates? En otras palabras, ¿cómo se transforma un hacker en un hombre de negocios?

La ética hacker es una ética de trabajo creativa en la era informática que reemplaza lo que Max Weber describió como “ética de trabajo industrial” pero después depende de cuán abierto es uno en el desarrollo de otras cosas. No necesita ser cerrado para ser un éxito, por ejemplo Linus Torvalds está a favor de la apertura total y también ha tenido mucho éxito. Internet corre en Linux, tres de cada cuatro smartphones en el mundo corren en Linux, porque Android está basado en Linux. Pero más allá de eso no hay contradicciones, porque uno puede tener pasión creativa como empresario. Lo importante es dar suficiente nivel de apertura.

¿Cómo ayudan a la sociedad los hackers y las redes sociales en situaciones de conflicto, injusticia social o cuando no hay libertad de expresión?

En situaciones como la guerra de Kosovo o en la Primavera Árabe -levantamientos populares de países árabes realizados entre 2010 y 2012- la difusión de lo que estaba pasando fue a través de las redes sociales. Y es muy importante tener en cuenta que las redes sociales tienen un impacto en la vida real. Si pensamos en la Primavera Árabe, por ejemplo, algunos de los peores dictadores que nosotros pensamos que nunca dejarían el poder, colapsaron. Y las redes sociales colaboraron mucho en la caída de estos dictadores porque la Primavera Árabe estuvo organizada a través de Internet. También en Europa se produjeron hechos similares. Las redes sociales tuvieron gran protagonismo en el movimiento de “Los Indignados”, que produjeron cambios políticos en España y en Grecia.

¿Le parece que lo que escribió hace más de una década sigue vigente?

Sí. El libro es más actual ahora. Si uno toma, por ejemplo, el capítulo de open source o de código abierto, su utilización ha crecido exponencialmente si tenemos en cuenta que Internet corre en software en código abierto y se diseminan en varios equipos como teléfono, grabadores digitales y televisores. Probablemente uno no se de cuenta que está utilizando código abierto, pero todos lo estamos utilizando. En cuanto al trabajo empresarial, la nueva ética de pasión creativa enriquecedora está impulsando al Silicon Valley.

¿Cómo ve a la sociedad futura?

Creo que la gran pregunta es lo que hoy estamos investigando en el proyecto que estoy realizando, donde nos damos cuenta que el viejo modelo de desarrollo ha llegado a su fin y ahora tenemos que replantear las prácticas grandes en la economía, la sustentabilidad ecológica. Creo que vamos a necesitar del potencial completo de la cultura de la creatividad y hemos de desarrollar esa nueva forma de bienestar sustentable, especialmente la sustentabilidad ecológica. Debemos tener en cuenta que el planeta no tiene problema en cuanto al cambio climático, puede continuar sin nosotros, pero nosotros no podemos continuar sin el planeta.

Por último, ¿qué trata de decirnos con su libro?

Para mí la clave es que todos debemos preguntarnos: ¿cuál es mi pasión creativa, cuál es mi propósito significativo en esta vida?

Howard Stern signs on for more “America’s Got Talent”

LOS ANGELES (Reuters) – Shock jock Howard Stern will return as a judge for his second season on NBC‘s summer talent show “America’s Got Talent,” the broadcaster said on Monday, although the high-priced radio host appears to have done little to improve the show’s ratings.

NBC hoped Stern, 58, known for this sexually explicit radio interviews, would attract bigger audiences, but the finale in September was watched by a record low of under 11 million viewers, according to ratings data.

“Howard Stern’s towering presence and opinions on last season’s show as a new judge made a dramatic impact and added a sharper edge to the fascinating developments on stage,” Paul Telegdy, president of alternative programming at NBC, said in a statement.

The show, which also features celebrity judges Sharon Osbourne and Howie Mandel, remained the top-rated summer series among adults aged 18-49, the demographic most coveted by advertisers.

NBC attributed the overall 2012 audience decline partly to an earlier start that pitted “Got Talent” against end-of-season original programming in May.

The network is still searching for a replacement for Osbourne, who has quit in a dispute with NBC over their decision to drop her son Jack from another reality show.

Unlike popular singing competitions “The Voice,” “The X Factor” and “American Idol,” “America’s Got Talent” is open to dancers, comics, dancers and other performers. It is produced by “The X Factor” creator and judge Simon Cowell.

Stern is noted for his say-anything and do-anything radio program but he toned down his act when he started appearing as a judge on the show.

EU health officials fear for disease control in Greece

LONDON (Reuters) – Greek hospitals are in such dire straits that staff are failing to keep up basic disease controls like using gloves and gowns, threatening a rise in multi-drug-resistant infections, according to Europe‘s top health official.

Greece already has one of the worst problems in Europe with hospital-acquired infections, and disease experts fear this is being made worse by a severe economic crisis that has cut health care staffing levels and hurt standards of care.

With fewer doctors and nurses to look after more patients, and hospitals running low on cash for supplies, risks are being taken even with basic hygiene, said Marc Sprenger, director of the European Centre for Disease Prevention and Control (ECDC).

“I have seen places…where the financial situation did not allow even for basic requirements like gloves, gowns and alcohol wipes,” Sprenger said after a two-day trip to Athens, where he visited hospitals and other healthcare facilities.

“We already knew Greece is in a very bad situation regarding antibiotic resistant infections, and after visiting hospitals there I’m now really convinced we have reached one minute to midnight in this battle,” he told Reuters in an interview.

Sprenger said the situation means patients with highly-infectious diseases like tuberculosis (TB) may not get the treatment they need, raising the risk that dangerous drug-resistant forms will tighten their grip on Europe.

Greece spends 11 billion euros ($ 14.4 billion) a year on its healthcare system – accounting for just over 5 percent of its total economic output. The government says the system is around 2 billion euros in debt and spending must be cut drastically.

Many health workers have lost their jobs and others say they have not been properly paid for months. A banner hung up by doctors outside Athens Evangelismos hospital in October said simply: “The health system is bleeding.”

Exhausted doctors at Greece’s 133 state hospitals cite a lack of staff as well as basic supplies such as cotton wool, catheters, gloves and paper used to cover examination beds.

Panos Papanicolaou, a member of a doctors’ union and a neurosurgeon at Athens’ Nikea General Hospital, said staff cuts mean as many as 90 to 100 patients a day wait in corridors with many unable to get treatment. In the chaos, some go untreated or come back again when they are far more seriously ill.

He said overworked nurses often treat twice as many patients as before and confirmed that the shortage of basic items like disposable gloves meant corners were having to be cut.

“If a nurse has to see 10 patients instead of five without disposable gloves it’s certain that the transmission of infections will rise rapidly,” he said.

Greece could soon face even more problems with its health care system if it runs out of money to buy drugs.

Another health official who asked to remain anonymous said a senior Athens hospital worker had told him there was no budget left for supplies at that hospital, so all its drug purchases were on credit.

Germany’s Merck KGaA said last month it was no longer delivering its cancer drug Erbitux to Greek hospitals [ID:nL5E8M30ZL], and Biotest, which makes products from blood plasma to treat hemophilia and tetanus, stopped shipments in June because of unpaid bills. [ID:nL5E8HG3DA]

Roberto Bertollini, the World Health Organisation’s chief scientist and representative to the European Union, told Reuters he too was worried about the rate of hospital-acquired infections in Greece. He said cuts to resources and staff only make it harder to adhere to infection control and hygiene rules.

“Countries have to be very careful when..choosing what to cut and what to keep,” he said. “This is a very serious business which might impact the health of the population much more in the medium term, thus increasing rather than decreasing costs.”

Greece’s problems with drug resistant infections predate the economic crisis: Greece is Europe’s highest user of antibiotics, and health experts say overuse of antibiotics is one of the main causes of drug resistant disease.

Sprenger’s ECDC warned last month that infections caused by a bug called K. pneumonia and resistant to the very last line of antibiotics is “high and increasing in some EU countries”.

“It’s no longer a risk, it’s already very bad – the challenge is to turn that around,” Sprenger said. “But you can only focus properly on this if you are not overloaded with patients.”

A Gambling Parlor on Your Smartphone

Speaking at his first casino conference in Copenhagen two years ago, Christopher Griffin wondered why every demonstration of online gambling looked like casino games that have been played for decades in Las Vegas. Casino executives, he realized, were unprepared for the threat posed by Zynga (ZNGA) and other social game developers intent on bringing elements of online games to gambling and putting their products on smartphones and tablets. “No one was talking about the social aspects of gambling, or the devices in everyone’s pockets,” says Griffin. “It struck me that this is an industry ripe to get its lunch eaten.”

Griffin decided to provide social game developers with tools to create betting games that can be played on mobile devices or a PC. His company, Betable, now lets game companies offer online gambling wherever it’s legal. He’s teamed up with game makers to produce online versions of poker, blackjack, and roulette, and is in the process of adding wagering to social media games.

Depending on the game, players compete with each other or against the game maker. Betable provides a platform for developers to create games in which players bet with real money, and handles the infrastructure, payment, licenses, antifraud procedures, and verification needed to prove a customer is located where online gambling is legal. When first-time players click to indicate they want to wager money, the game prompts them to create a Betable account, and the company’s U.K.-based servers handle all monetary transactions. Because the transactions take place on those servers, Betable’s license isn’t restricted to a physical location, allowing the company to provide a legal gambling platform in countries where gaming isn’t outlawed. Companies split proceeds 50/50 with Betable, say executives at the companies who declined to be identified because the contracts are private.

A Department of Justice opinion last year opened the door for states to legalize most forms of online gambling except sports betting. Many are scrambling to do so. Nevada has begun granting licenses for online poker, and Delaware and New Jersey are on track to follow next year, according to the American Gaming Association. Cowen analyst Doug Creutz says it could take five years before online wagering becomes legal nationwide.

The mobile-gambling business will grow to $ 100 billion worldwide by 2017, according to Juniper Research. With interest in social games showing signs of waning—the number of video game players in the U.S. declined by 5 percent in the last year, according to researcher NPD Group—Zynga and other developers don’t want to wait. Betable, funded by Greylock Partners, Founders Fund, and other venture capitalists, has signed with nearly a dozen companies to offer gambling on mobile devices in the U.K. and other markets. “The European market is fairly well-established, and it’s a market where there’s not been a lot of money invested,” Creutz says.

Typically it takes a minimum of 18 months to get licensed in each country a company wants to operate in and costs millions of dollars to navigate Byzantine rules. Paul Thelen, chief executive officer of Seattle-based game developer Big Fish Games, figures signing with Betable helped shave months off the company’s plan to deliver Big Fish’s slots app in the U.K. The game debuted on mobile devices in October.

Casino operators say they will roll out their own mobile games when they’re legal in the U.S., and some already accept real-money wagers on their websites elsewhere. The social game makers say they have a built-in customer base for real-money wagering. Sixty percent of people who play social games such as Bingo Blingo and Big Fish Casino live outside the U.S., says Josh Yguado, president of Social Gaming Network, a gaming company owned by the founders of Myspace, which announced a partnership with Betable on Nov. 29. “There’s a real art to making a great game that has all the social features around it,” Yguado says. “That’s what we’re good at.”

Big Fish’s Thelen also likes his chances against the incumbents. With Betable’s technology, he can devote resources to delivering features that many land-based casinos offer when they have a captive audience surrounded by bright lights and throngs of customers. A poker game could come with such options as letting players buy a round of virtual drinks for the table, he says. “We can build an experience around the games, with great casual twists that casino makers don’t understand,” he says.

Griffin says casino games are only the beginning for social game developers. At a recent hackathon, designers showed titles that included raising a horse in a fashion similar to FarmVille-type games, and then paying to enter a race against other players’ horses. “Real money resets everything and creates a level playing field,” Griffin says. “This is not an incremental change. This is really a tectonic shift.”

Officials: NATO to decide on missiles for Turkey

BRUSSELS (AP) — NATO foreign ministers are expected to approve Turkey‘s request for Patriot anti-missile systems to bolster its defense against possible strikes from neighboring Syria.

NATO foreign ministers are meeting on Tuesday and Wednesday in Brussels. Parliaments in both nations must approve the deployment, which would also involve several hundred soldiers.

Ankara, which has been highly supportive of the Syrian opposition, wants the Patriots to defend against possible retaliatory attacks by Syrian missiles carrying chemical warheads. NATO leaders have repeatedly said they would provide any assistance Turkey needs.
